Project report
Project "Fighting Academic Corruption", supported by Partnership for Transparency Fund (PTF)
Institute for Democracy, according to the grant agreement for the project "Fighting Academic Corruption" has done the following:
1) Survey of student and professors: Beneficiaries: 500 students and 50 professors of Tiraspol State University
The polling was composed by 2 questionnaires. The gender composition is 73% women, 27% men. The analysis of the results of the polling with questionnaire 1: The question “Have you personally been the victim of corruption?” was answered positively by 71% of the respondents. 64% of the respondents answered that they have given a bribe once in the university. The alarm figure is 87% of the positive answer to the question “If you failed at the exam or test on your first trial, is you going to give up your principles of the academic honesty (and to give a bribe at the university)?” 47% of respondents gave a positive answer to the question “Do you think that the university administration takes some measures in the struggle against corruption?”, 42% gave a negative answer, and 115 respondents could not answer this question for sure.
The analysis of the results of the poll on the basis of questionnaire ¹2. I. The analysis of the results of the poll has shown the alarm tendencies: the high level of corruption in the university, there is bribetaking among the lecturers of the university, the readiness of many students to give a bribe to the lecturers, the students’ disbelief in the possibility of struggling against corruption. The given results have been presented during the sitting of the Anticorruption Council and have been used for the preparation for seminars and articles within the project. The present materials were the basis of the first quarterly report on the level of corruption in Tiraspol State University.
2) 8 seminars for students, devoted to the problem of Academic Integrity and fighting corruption was organized. During the seminars the students got acquainted with the Honor Code which was adopted within the project; students got acquainted with the analytical program of the anti-corruptive education and methodic recommendations of civil anti-corruptive education of students; also, they found out about the confirmed regulations of carrying out examinations and tests; finally, they got the information on anticorruption boxes. Secretary of Anticorruption Council let the students know about the activity of this Council and suggested they apply there personally or anonymously (via anticorruption boxes) in case of corruption in the university. The seminars were aimed at the development of consciousness of the influence of corruption on the development of the human society and the formation of the negative attitude towards it according to the National Strategy of Preventing and Fighting Corruption. The participants of the seminars revealed their interest to the materials of the seminars. The Secretary of the Senate of Tiraspol State University Dr. Levintsa who was present at the seminars, thanked Institute for Democracy and PTF for the interesting and useful project. Beneficiaries: students of Tiraspol State University.
3) The establishment of the Anticorruption Council consisting of the administration of university, lecturers and students in Tiraspol State University (Decision of a Senate of Tiraspol State University, ¹9, 22.04.2008). Anticorruption Council is composed of thirteen members including five students from all departments of Tiraspol State University. The given council will analyze the complaints of the students in both forms of their presentations the oral and written ones. The written forms of complaints will be dropped in the anticorruption boxes. The given council will also control the implementation of the Honor Code. The chairman of Anticorruption Council was elected the Rector of Tiraspol State University (Dr. Ceban M.) During the first sitting were worked out the functions and the plan of action of Anticorruption Council, as well the mechanism of implementation of the Code of Honor. In addition, the decision on the opening of two boxes for anticorruption anonymous letters in two study buildings of Tiraspol State University was adopted. During the second sitting of Anticorruption Council was delivered the report on the results of the poll of the students and teachers, were discussed and accepted measures on complaints in the anticorruption boxes, was adopted the mechanism of the transparent exams and tests in order to struggle against the university corruption. At the sitting of Anticorruption Council in July the results of passing the exams and tests were analyzed with taking into account the latest regulations adopted within the project. Secretary of Anticorruption Council pointed out the efficiency of new rules for taking exams and tests, and also, their role in decreasing the level of corruption. In addition, the complaints taken from the anticorruption boxes were analyzed. At the sitting of Anticorruption Council in September the analytical program of the anti-corruptive education and methodic recommendations for the teachers and lecturers of civil anti-corruptive education of students worked out by Institute for Democracy were analyzed. In the course of discussion of methodical recommendations the floor was taken by the author (Dr. Borsevskii A.) and reviewers of the methodic recommendations for the teachers and lecturers of civil anti-corruptive education of students (Rector of Taraclia State University Dr. Chervencov N., full professor Custreabova, full professor Sosna B.). After the discussion of the methodic recommendations they were recommended for publication and implementation in teaching. At the sitting in October we analyzed and discussed the efficacy of the implementation of Honor Code which had been adopted within the project. According to the statements of those students who were present at the sitting Honor Code had been accepted by the students with the enthusiasm. In addition, the adoption of Honor Code has been covered and reviewed in mass media of Moldova in the positive aspect.
At the sitting in November we analyzed and discussed the
recommendations of the Senate on the decrease of the level of corruption
in the university. At the suggestion of Rector of Tiraspol State
University (Dr. Ceban M.) the proposal of delivering information
lectures for students in order to inform them about the methods of
resistance against corruption was adopted. Besides, the complaints
taken from the anticorruption boxes have been analyzed. At the sitting of Anticorruption Council in January the results of passing the exams and tests were analyzed with taking into account the latest regulations adopted within the project. Secretary of Anticorruption Council pointed out the efficiency of new rules for taking exams and tests, and also, their role in decreasing the level of corruption. At the sitting in February Secretary of the Senate of the Tiraspol State University Dr. Levintsa delivered his report on the disputes on the topics of corruption. There Dr. Levintsa showed the results of questionnaire of the students on the topic “What a Student Can Think about a Professor”. The analysis of questionnaires has demonstrated the cases of the presence of corruption in the university. Some proposals have been made. Professor Gumma V. suggested carrying out the repeated exams and tests at the presence of Head of the Chair in order to avoid the fact of bribe. Coretscaia O. suggested that on the day of the exam the executives of the Rector’s Office and the members of the Anticorruption Council be in the classrooms. Codreanu I. suggested that a special commission be created for the study of evaluation of students. All the suggestions have been accepted by the Anticorruption Council. At the sitting in March the problems of corruption relating to the distribution of the places in the dormitory of the Tiraspol State University were analyzed. Anticorruption Council considered the messages of students on the facts of corruption which had been found in the anticorruption boxes situated in the dormitory. The cases of corruption of the executives of the Tiraspol State University during the process of the distribution of places in the dormitory were sorted out, the facts of receiving bribes during the allocation of rooms in the dormitory were revealed. As the Anticorruption Council paid its attention to the signals of corruption, the cases of corruption in the dormitory were proved, and later the situation was improved. The Anticorruption Council has adopted the decision to hold the periodical meetings with the students in order to inform them about their rights and activities of the Anticorruption Council. Also, the decision on the foundation of Dormitory Council consisting of the representatives of administration and students has been adopted, and the duties and responsibilities of Dormitory Council have been settled.
4) The creation of the anonymous anti-corruption box in Tiraspol State University. Anti-corruption box was deployed in Tiraspol State University. The goal of the anti-corruption box is to contribute to establishing the mechanism of the administrative control of corruption in the Tiraspol State University. The enriched knowledge of the authority will contribute to the decrease of the level of corruption in the Tiraspol State University. The activity of the anti-corruption box will result in the decrease of the level of corruption because the lecturers of the Tiraspol State University will be more disciplined and law-abiding citizens knowing about the anti-corruption box and the opportunity for the students to address for assistance.
5) Competition on the best draft version of the Tiraspol State University Honor Code. The adoption of the Honor Code (Decision of a Senate of Tiraspol State University).
6) During the sitting of Anticorruption Council the mechanism of the transparent exams and tests were worked out and later were adopted by the Senate of Tiraspol State University. It includes: a. carrying out the exams and tests in writing. It gives the possibility of putting an objective mark for a work; b. the storage of the students’ written works in the office of the department for two years; c. carrying out the exam on the basis of the examination cards confirmed by the Head of the Department in order to exclude the possibility of subjectivity of an examiner; d. the obligatory availability of the analytical curriculum on the exam and the test in order to give a student the possibility to have some clues during his preparation to answer; e. not less than 20% of the written works should be rechecked by the Head of the Department.
7) The round table “Transparent Ways of Financing Universities” was carried out (June 22, 2008, Sunday). During the round table were discussed the issues of the struggle against corruption. They proposed the transparent mechanism of financing the university. During the round table were given the official statistical data presented by the Bureau of Statistics, according to which the salary of the teacher in Moldova is one of the lowest and at average it is US $120 (at the beginning of year 2008). Low salaries of teachers promote the high level of corruption. Secretary of the Senate of Tiraspol State University Dr. Levintsa remarked that in order to struggle against corruption effectively the salary of a teacher should be raised up to the living minimum wage at least. During the round table were adopted recommendations that were presented to the administration of Tiraspol State University. The majority of these recommendations are adopted by the decision of the Senate of Tiraspol State University. As a result a part of the tuition of the students who study on the basis of contract will be used for increase of teachers’ salary. Also, it was adopted that in the mean time when the teachers’ salary is increasing, the control over the level of corruption is becoming stricter. It was adopted that the results of control over the money that was received by Tiraspol State University as students’ tuition will be analyzed during the sitting of Anticorruption Council quarterly.
8) According to the Grant Agreement Institute for Democracy has published 7 articles in mass media of Moldova. Description of article: a) The article "The corruption and bribery analysis in Republic of Moldova" was published. This article was published in the Law and the Life magazine (No. 6, 2008), pg. 39-44. The choice of this magazine for the publication is explained by the fact that among its founders are the Ministry of Justice, the leading universities of Moldova, Ukraine, Russia and Belarus, the Ministry of Internal Affairs and other public institutions, as well as the supreme judicial instances of Moldova - the Constitutional Court and the Supreme Court. Since the magazine is distributed among its founders, it is supposed that high-ranking officials, students, professors, scientists and judges will read the article and that this will raise its efficiency. b) The article “Corruption in the System of Education” was published (the newspaper “Business Meridian”- July 28, 2008). It is pointed out in the article that the youth finds out the examples of corruption in education for the first time. The citizens that were educated in such “corruption medium” will not be frustrated if they act in future in accordance with accustomed models of behavior. The matter is that in Moldova corruption plays a quite important role. The formation of conditions for the struggle against this phenomenon is impossible without the liquidation of “corruption medium” in the system of education. This article aimed at explanation of corruption phenomena and its results to professors and students also describe some methods of fighting against corruption. c) The article “Struggle against Corruption in the Republic of Moldova” was published. This article aimed at explanation of corruption phenomena and its results to professors and students also describe some methods of fighting against corruption. This article was published in the Law and the Life magazine (Çàêîí è æèçíü, International Standard Serial Number [ISSN] - 1810-3081), No. 9, 2008, pg. 42-47. d) The article “Corruption in the Moldova and Struggle against Corruption” was published (in Romanian language). This article aimed at explanation of corruption phenomena and its results to professors and students also describe some methods of fighting against corruption. This article was published in the “Legea şi Viaţa” magazine (International Standard Serial Number [ISSN] - 1810-309X), No. 10, 2008, pg. 21-24. The choice of this magazine for the publication is explained by the fact that among its founders are the Ministry of Justice, the leading universities of Moldova, Romania, Latvia and Belarus, the Ministry of Internal Affairs of Moldova and other public institutions, as well as the supreme judicial instances of Moldova - the Constitutional Court and the Supreme Court. Since the magazine is distributed among its founders, it is supposed that high-ranking officials, students, professors, scientists and judges will read the article and that this will raise its efficiency. e) The article “Aspects of Contraction against Corruption in Moldova” has been published. The author of the article describes the methods of struggle against corruption and notes the importance of the civil society in this process. The article describes the events of our project that is funded and administered by PTF. This article was published in the Law and the Life magazine (Çàêîí è æèçíü, International Standard Serial Number [ISSN] - 1810-3081), No. 11, 2008, pg. 41-45. f) The article “Corruption and Shady Business as Destabilizing Factors of the Economical Development in the Republic of Moldova” has been published. The author of the article describes the negative consequences of corruption for the citizens of Moldova and makes the proposals on the decrease of corruption. This article was published in the Law and the Life magazine (Çàêîí è æèçíü, International Standard Serial Number [ISSN] - 1810-3081), No. 11, 2008, pg. 12-14. g) The article “Struggle against Corruption in Moldova” was published (in Romanian language). This article aimed at explanation of corruption phenomena and its results to professors and students also describe some methods of fighting against corruption. This article was published in the “Legea şi Viaţa” magazine (International Standard Serial Number [ISSN] - 1810-309X), No. 1, 2009, pg. 43-47.
9) On September 9, 2008 the round table “Methods of the Civil Anti-corruption Education of Students” was organized. During the round table were discussed the issues of the struggle against corruption. During the round table the analytical program of the anti-corruptive education and the methodic recommendations for the teachers and lecturers of civil anti-corruptive education of students were also discussed. The author of the methodical recommendations (Dr. Borshevski A.) took the floor and let the teachers know about the principal fundamentals of the methodical recommendations, their structure; the teachers made some suggestions. Being acquainted with the analytical program and the methodical recommendations the teachers will be able to use the acquired knowledge in teaching students. Beneficiaries: 31 lecturers of Tiraspol State University (members of Senate of Tiraspol State University)
10) The analytical program of the anti-corruptive education was worked out. It was pointed out in the program that one of the priorities of economical, political and social reforms in the Republic of Moldova is the prevention of corruption and struggle against it. The aim of the program: the civil anti-corruption education of students for the formation of their negative attitude to corruption, mobilization and involvement of students in the struggle against the facts of corruption. The program contains the tasks (on the level of knowledge, on the level of skills, on the level of integration) and 10 topics (Historical genesis of corruption, The Notion and essence of corruption, Classification and models of corruption, Reasons of corruption, Consequences of corruption, Subject of corruption, Object of corruption, Subjective and objective aspects of corruption, Counteraction to corruption in the Republic of Moldova, Struggle against corruption in foreign countries).
11) The publication of the methodic recommendations for the teachers and lecturers of civil anti-corruptive education of students (2500 copies, 192 pages, International Standard Book Number [ISBN] - 978-9975-72-147-9). It was pointed out in the methodic recommendations that one of the priorities of economical, political and social reforms in the Republic of Moldova is the prevention of corruption and struggle against it. The aim of the methodic recommendations: the civil anti-corruption education of students for the formation of their negative attitude to corruption, mobilization and involvement of students in the struggle against the facts of corruption. The book was published in two languages, namely in Romanian and Russian. The book was distributed free among high and higher schools in Moldova; as well it will be represented in the Ministry of Education and Youth of the Republic of Moldova. The book contains the description of corruption, the methods of struggle with it, the methods of civil anti-corruptive education of students. The methodic recommendations contain the 10 topics:
Among the audience, at the presentation of the book, there was full professor, Dr. Boris Sosna who noted the following: ”The given book is one of the first methodological anticorruption handbooks in the Republic of Moldova. The high quality of the style and contents of the book, its publication in two languages, that is, in Romanian and Russian, and the clarity of the contained information demonstrate the high practical meaning of the work for counteraction against corruption in our country”. Among the audience, at the presentation of the book, there was also Rector of Taraclia State University Dr. Chervencov N. who, in his turn, noted the following: “The given book fills in the gap among the serious handbooks on the civil anticorruption education, and it is written according to the recommendations of National Anti-Corruption Strategy.”
12) The first quarterly report on the level of corruption in Tiraspol State University has been composed. The report was done on the basis of the poll that was carried out within the given project and of students’ complaints found in the anticorruption boxes. The report witnessed on the high level of corruption in Tiraspol State University and disbelief of the students in the possibility of the effective struggle against corruption. The comparison of the first quarterly report with the consequent reports will enable to reveal the efficacy of the project.
13) Within the project the second report on the level of corruption in Tiraspol State University was worked up. The report was dedicated to the analysis of the passed exams and tests during the summer session. It was pointed out in the report that the use of new rules of the organization of exams and tests that were worked out by Institute for Democracy (the given rules were adopted by the Senate of Tiraspol State University) advantaged the increase of transparency of taking exams and tests and the decrease of the level of corruption in the period of the examination session. The adoption of new rules was welcomed by students.
14) Within the project the third report on the level of corruption in Tiraspol State University was worked up. In the report it is noted that the implementation of the decisions taken within the project on transparent ways of financing universities has had a positive impetus on the mechanism of the transparent exams and tests and has promoted the increase of the level of professors’ and instructors’ conscientiousness and responsibility. Also, in the report it is mentioned that within the project the mechanism of the transparent exams and tests has been implemented, and this fact contributed to the increase of transparency and the decrease of the level of corruption in the university. The report is composed on the basis of the public opinion poll carried out among the students of the Tiraspol State University.
15) Within the project the fourth report on the level of corruption in Tiraspol State University was worked up. The report was dedicated to the analysis of the passed exams and tests during the winter session. It was pointed out in the report that the use of new rules of the organization of exams and tests that were worked out by Institute for Democracy (the given rules were adopted by the Senate of Tiraspol State University) advantaged the increase of transparency of taking exams and tests and the decrease of the level of corruption in the period of the examination session. The adoption of new rules was welcomed by students.
16) The submission of the recommendations worked out within the given project to the Ministry of Education and Youth for the implementation in other universities of Moldova. Total amount of recommendations is 83 pages including Attachment.

The great significance of the methodical recommendations has been marked by the mass media of Moldova. It has been marked in the reference for the book (that was published in the magazine “Ethnology and Culturology” issued by the Moldova Academy of Sciences) that the methodic recommendations for the teachers and lecturers “Anticorruption Education” has become an valuable manual for broadening the knowledge of Moldovan pedagogy on anticorruption education of students. In the reference there is the note that in Moldova the given book is one of the first anticorruption manuals. The high level of quality of writing the book, its publication in two languages, the clarity of narration have provided a great practical significance of the manual in the further resistance to corruption in our country. In the magazine “Law and Life” in the article “Education and Civil Society: Aspects of Interaction” the author (Boris Sosna, Doctor of Law, Head of Law Chair at the State Institute of Continuous Education, the professor at the Moldova European University) notes that the problem of corruption for modern Moldova is one of the most significant; he comments that “the book “Anticorruption Education” published in 2008 with the support of Partnership for Transparency Fund fills a want of serious methodical works on civil anticorruption education; and the book is composed according to the recommendations of the National Strategy of Preventing and Fighting Corruption. The author also notes that the informative material, the clarity of narration make the book interesting and useful for broad public; it will arouse interest among teachers, professors and students as it will serve as a good manual for making the students informed about the negative consequences of corruption; it will promote the development of their negative attitude towards cases of corruption.” Also, in the given article the author notes that “within the project on the resistance to corruption in the system of education of Moldova the Institute for Democracy with the support of Partnership for Transparency Fund has organized a number of lectures and seminars for professors and students. As a result of the given seminars the youth has begun to use the obtained knowledge in cases of corruption; this fact promotes to the decrease of the level of corruption. It is the practical significance of the given seminars that has aroused an immense interest of the students towards the events of the project and has provided the increase of activity of students in their struggle against corruption”. The importance of the adoption of the Honor Code has also been marked by the magazine “Civil Forum” and by the other informational bulletins. |
